Since the launching of the Express Entry in January 2015, a new step and electronic system to manage the intake of certain permanent resident applications, Citizenship and Immigration Canada issued the 9th round of Invitation to Apply (ITA) on May 22, 2015.

The Comprehensive Ranking Score (CRS) of the lowest ranked candidate invited to apply was 755, an increase from the previous rank of 453 on the April 17th round. The number of invitations in the Express Entry pool of candidates in round 9 also increased to 1,361 applicants, versus the previous 715 applicants.

Since the first round of invitations, which began on January 31 and consequently two to three rounds of invitations per month thereafter, the total number of invitations given thus far within the first five month period has been 9,852.

With seven months left in 2015 or maybe about 21 rounds, people may be speculating if Citizenship and Immigration Canada will be able to meet its targeted Economic Immigration Levels Plan for Federal Skilled Workers, Federal Skilled Trades and Canadian Experience Class which is set at a minimum of 68,000 to a high of 74,000 this 2015.

Considering the current rate of applicants being invited in a given round, could it be that only about 30,000 applicants will be invited to become permanent residents of Canada in 2015, only half of the minimum target?

The total number invited may also be different from the total number that will be issued a permanent resident status, depending if these applicants will be refused, withdraw or not be able to comply with immigration requirements during the process.

We have yet to see if the pool of applicants will yield the number of applicants that would meet the next lowest Comprehensive Ranking Scores that will be set out in the next coming round of invitations and eventually obtain permanent residence.

Immigration has been one of the country’s primary sources of economic, labor force and population growth for a vision of a stronger Canada.

Will the current Express Entry management system bring in less number of immigrants but better and brighter quality of people to meet and maintain the looming Canadian economic needs, or will the total annual number be meager and insufficient to sustain Canada’s future economy and population?

Almost in the mid-year of the Express Entry and uncertainty of the outcome of this new system to improving Canada’s future economy, one can but wonder if immigration will yet again tweak the immigration programs’ eligibility criteria or management system to meet Canada’s labor market shortage and needs.

Below is the trend of lowest CRS and number of invitations sent out to the pool of possible candidates for permanent residents registered with Express Entry profiles from January 31 to May 22, 2015.

We also look forward to 2016, if the pool of applicants will increase in number as people grasp the understanding of the requirements, system, process and improve their qualifications to become eligible to be invited as one of the best and brightest candidates for Canadian permanent residence.
